The aim of the present study was to investigate the methods and levels of public participation in EIA reports in Iran and to compare it with a sample from four countries including South Africa and Pakistan (developing countries), and Australia and the United States (developed countries), five reports from each country. For this purpose, from 130 environmental impact assessment reports in Department of Environment of Tehran Province, 98 reports were randomly selected using Cochran's formula and analyzed through checklists.Findings show that lack of attention to the public participation in EIA procedure in Iran has led to a significant weakness in the quantity, methods and levels of public participation in EIA reports. In this respect only 7.1 percent of the reports in Iran showed limited public participation, while in the four other countries, sufficient attention to the importance of public participation were detected leading to public participation in 95% of the reports. One of the most commonly used methods of attracting public participation in these reports has been holding of public meetings that can, in addition to disseminating information and receiving feedback, raise levels of public participation and empower the participators. }, keywords = {Environmental impact assessment,EIA reports,Public participation methods,Public participation levels}, title_fa = {بررسی میزان، روش‌ها و سطوح مشارکت عمومی در گزارش‌های ارزیابی اثرات محیط‌زیستی}, abstract_fa = {از جمله اصول بنیادی ارزیابی اثرات محیط‌زیستی مشارکت‌ عمومی است و اهمیت آن در ارزیابی تا حدی است که در قوانین کشورهای توسعه ‌یافته، انجام ارزیابی بدون دخالت و نظر مردم، فاقد مفهوم می‌باشد. هدف تحقیق حاضر بررسی میزان، روش‌ها و سطوح بهره‌مندی از مشارکت‌ عمومی در گزارش‌های ارزیابی اثرات محیط‌زیستی داخل ایران و مقایسه آن با نمونه مورد بررسی از چهار کشور دیگر می‌باشد. به این منظور از میان 130 گزارش ارزیابی اثرات محیط‌زیستی موجود در اداره کل محیط‌زیست استان تهران، بر اساس فرمول کوکران 98 گزارش به صورت تصادفی مورد تجزیه و تحلیل قرار گرفت. همچنین برای مقایسه نتایج، نمونه‌‌ای از گزارش‌های ارزیابی اثرات محیط‌زیستی چهار کشور دیگر، پنج گزارش از هر کشور و در مجموع 20 گزارش، مورد بررسی قرار گرفت. نتایج بررسی‌ها نشان داد که عدم توجه کافی به جایگاه مشارکت‌ عمومی در ارزیابی اثرات محیط‌زیستی در کشور ایران، منجر به ضعف اساسی در میزان، روش‌ها و سطوح مشارکت‌ عمومی در گزارش‌های ارزیابی شده است. در این خصوص از نمونه مورد بررسی در داخل کشور، تنها 1/7 درصد گزارش‌ها، آن هم به شکلی محدود تنها به انجام نظرسنجی اکتفا کرده‌اند و این درحالی است که در کشورهای مورد بررسی توجه کافی به جایگاه مشارکت‌ عمومی به صورت اجرایی در گزارش‌ها ظهور یافته است. به‌طوری‌که از گزارش‌های نمونه‌گیری شده، 95 درصد آن‌ها به اجرای برنامه مشارکت‌ عمومی پرداخته‌اند و از جمله پرکاربردترین روش‌ جلب مشارکت‌ عمومی در آن‌ها برگزاری جلسات عمومی بوده است که می‌تواند علاوه بر انتشار اطلاعات و دریافت بازخوردها، سطوح بالاتری از مشارکت‌ عمومی همچون درگیر ساختن، همکاری و توانمندسازی مردم را شامل شود.}, keywords_fa = {ارزیابی اثرات محیط‌زیستی,گزارش‌های ارزیابی,روش‌های مشارکت‌ عمومی,سطوح مشارکت‌ عمومی}, url = {https://www.iraneiat.ir/article_159649.html}, eprint = {https://www.iraneiat.ir/article_159649_12f1fe23932a204c8ea7c67228291062.pdf} }
